I'm also guessing bad valve. They are relatively inexpensive. My first truck a M35A3 had a bad valve, I bought one straight from the manufacturer, spliced it in and presto, I could start my deuce in the winter.
Remove the inside valve and CTIS will air it up. The valve inside simply screws out with a tool. Even a bottle of green slime comes with the top as a removal tool. Local auto parts dealer will have a schrader valve removal tool. A few bucks tops. Looks like this...

They all are lower, I'm guessing that's what GL paid for the truck. Listing their cost rather than your cost on registration/title documents is tax fraud. Be careful there.

My M936A2 is missing the speed signal generator wire(back of the transfer case) which explains why the overspeed light is solid on. Having trouble finding the wire or any CTIS wiring or parts in the -24P TM's. Is there another TM for the CTIS parts or am I just blind?
My angle grinder took a crap on the second cutting I had to do( had the cable in the wrong hole), dremel with cutting wheel does fine with this cable to my surprise....
Not too far from you. I had trouble titling and registering my first truck, a M35A3 even with the SF97. The state douchebags in st.paul required me to have it inspected for VIN #. Since then I took the advice of a couple good people on here and title/register all my trucks in White Bear Lake MN...
