As to specifics on your jeep I can't really help 'cause I don't have one. There are plenty of fellas here that know lots about them though. Also, I suggest you pick up a copy of Military Vehicles Magazine. There are enough Jeep parts vendor ads in there to keep you calling for several days!

Not much info to go on here but a basic multimeter and some diagnostic time, jumping the starter to test it, testing the batteries, etc., should answer the starting problem. As far as the smoke, need to know more. For 200 bucks, you have a long way to go before anything is major!!

As a addendum to my post, I might suggest that for this situation, instead of using pneumatic tool oil which is recommended, you might try something a little thinner with a long spray nozzle so that it will allow you to spray into the hole and apply it to the top and sides of the cannister...
