Tom and Mike are totally spot-on! Years ago while doing service work, I constantly told my customers I would not install direct bury wire, unless you wanted to see me again in the next few years to replace it. THWN and PVC is the only way to go.
I think you have the "super deluxe" style, mine is all plastic, extremely cheesey, and off my '87 Deuce. I'll have to look and see if the '71 deuce might have a better quality unit. The pistons are entirely different. Strange.
Got a part number? I just dug through their catalog and couldn't find anything that mounted on the steering column. Good idea, I'd like to mount mine that way.

Yes, inspect and make sure the brake system is 100%, no leaks, MC topped off, rubber lines in good serviceable condition, no air leaks, etc. If it's not 100%, I wouldn't drive it around the block until the system is right.
Have you visually narrowed it down to the hose? I thought my hose was leaking also and it was the axle air shift switch itself. A little rubber O ring took care of that problem. Just a thought.
