And if you test the starter with it removed be sure to have a good hold on it (nowhere near the moving gear). It will want to jump pretty hard. In other words, be sure that you have a grip on it and it is not laying on top of the batteries. Put a heavy clot between the starter and whatever it is...
Very good point on low batteries. If they are marginal then the glow plugs will drain them to a no start condition.

You say a lot of seeds came flying out?! Did you take off the shroud around the engine to make sure there are no nests blocking the cylinder fins? This is very important.
I would venture a guess that the starter issue is old frozen grease on the bendix, or none at all on the bendix. My guess is that when warmed up a bit it will work. Take the starter off and check for lube on the shaft and on the end bushings if you can access them. Unless you are restoring this...
The biggest trick to the whole thing is making sure the tension wire comes off the top side of the bolt on the left down to the bottom side of the bolt on the right. Sounds easy but this is what got me every time.

Were those "shorts" actually bare wire touching the chassis with burn marks? Or just wires rubbing the chassis but not bare and arcing? Pay attention to what Guyfang is telling you to do. He knows more about these machines than just about any of us.
