Real quick, I think I might have said 11" if you were going to install the shackle mounts like Gringeltaube is showing above. Also, if you do, you will need to trim the exposed threads near flush with the nuts to get a bow shackle to fit without jamming into them.

G., Yes, 17.7812 was a typo, I was going for 17-9/16". BUT it is confirmed at 17.50". I just machined the plate and installed the locator pegs at 17.50" diameter.
