You really cannot test the solenoid outside of the starter, all you can really do is check the coil for continuity.

Does the trans light always come on in run but not running? if so have you checked the codes?? there are codes that do not light the trans light.

Then you should be able to simply roll the starter over and shake the nut out unless you have put the starter in the vertical in which case the nut could have fallen into the field coils and you may have to completely disassemble the starter to get it out.
There are no permanent magnets in a HMMWV starter. and the brushes cannot be removed without removing the end plate first, it is an old school Delco style starter.

TCMs do not like having switched 12V going to the unswitched input in case you are thinking of using a switched power converter.

Do you have a pump test bench and trying to set up timing on a pump or are you trying to time a pump in the engine?
That tool is for use on a test bench, step A can only be done on a test bench.
Is it intermittent or constant, they are bad about plugging the CAT, that will cause excessive smoke and loss of power.
An intake restriction can do the same but the intake filter is so large that rarely happens.

It could be one or both squirrel cages are loose, or there is some crap floating around in there or the bearings are gone in the motor, you are going to have to unbolt it and turn it over to see, I think you should be able to fix it without disturbing the lines if you are careful
I don't think RTV would be good enough, a good epoxy would be my answer, and as DREDnot stated I would buff (lightly grind) all areas to be epoxied to expose a virgin surface.
Until the gen starts working it can be no higher than battery voltage, did you test it with the gen connected? (to wire 568) use a sharp meter lead and pierce the jacket, you always want to test voltage with the circuit complete, otherwise the voltage and be there when disconnected but go away...
