I was trained in explosives in the Marine Corp. there is only one defense from a shape charge and that is explosive armor. but explosive armor is a one time use. Shape charges can penetrate even the thickest armor.
The paint is to protect the flywheel surface from rust during storage. Sand it off the flywheel face using a orbital sander with 220 sand paper. Make sure to keep the sander flat and finish the cleaning with Lacquer thinner.

why do people think Cummins parts are hard to come by? I am a diesel mechanic and all of the Cummins 855 parts are readily available! Maybe some parts that are particular to our trucks, but there are not many!
