Could be. The welds are really nice, so if it is a one-off, whoever fabbed it knew how to weld. The reason I think it might not be is because of the back plates. They're 1/4" steel precision bent--they we'rent just hammered or bent in a press. I'll post a picture once I get the kids in bed...

Yeah, quite possible they were there--just the dumb XO's driver never noticed them :-) We didn't ever rail load them in Europe, so them being there and my not knowing would make sense
I've seen these things loaded (and extracted) using LAPES multiple times and I've never seen them strapped at the wheels. I don't recall those whatever-they-ares being installed on the humvees I drove in the late 80s/early 90s, and I never saw them in use. But I'm pretty sure they're not for LAPES.
It varies by state. In several states where I've lived, if there's a passenger seat with a seatbelt, then a passenger can legally sit there while the vehicle is traveling on the street. Civilian hummers had a bench seat that fit between the two rears as an option, which would make it a six...
On mine, the cover comes off the hinge pins (on the bottom) pretty easily. So if you can open the box, remove the jack, and pull the cover in under a minute. The backing plate, which is flat, doesn't really stick up (or out) enough to be in the way of anything.
