After waiting a few weeks for the replacement SF-97 it arrived, and it was exactly the same as it was the first time... Wrong.
So I contacted the title dept at GL again and here is the reply I received.

We bought a new car last summer and had to call Progressive and add it to our policy before we could leave the lot with it.
Also if your policy is good for up to 10000 lbs like most car policies, it will not cover a deuce or larger truck.
I submit it after I pick up the truck and verify it. It just sounded like something GL would do to make a few extra bucks which is why I asked, I am glad it turns out to not be a chronic problem.
Of people who have bought trucks through GL, how many have received titles with incorrect vin numbers? I have received two so far and they charge $30.00 to correct them... I am not impressed.

Just an update on Warner Robins: I just received and email from them stating that they provide load out assistance free of charge, and we do not need a base approved rigger. If anybody has any problems and wants a copy to present to them... PM me.
I also don't think this is a GL rule. I believe that because they lease the property they use from the Gov, there is something in their contract that stipulates 10 days from time of sale which legally occurs once your EUC is approved. They probably get charged storage for stuff there over 10...
I think this is more about base security: Think of this Scenario for a moment.
Jared Loughner; an American citizen purchases a truck from GL... Gets through the EUC process and is scheduled to pick up said truck. He now has a vehicle that nobody would question and can pretty much drive...
They are selling above scrap value now.
I don't think it will have any impact on prices. People will bid, go to drive them off of base and get told they can't... now they missed their pickup window and lost their truck... It gets re-listed and sold again.

According to the schematic, 85 is the air pressure switch, so that would explain why the buzzer isn't working.... still haven't figured out what it plugs into..
