Yes it would be through DRMO directly. The Non-Profit would apply to be eligible to reuse governmental property, once approved the item in question is usually free if it is going to a college/university type of non-profit. Your state Treasury Dept may also have information on your states program...

Anybody interested in organizing a winter rally in Maine, Lodging is cheap in Maine in the winter months and there are lots of log roads and deep snow to play in.
I would love to participate or help organize a rally for February. It would be a great opportunity to practice extraction techniques...
