The a3 was an attempt to update the fleet without buying all new trucks. They took 2 or 3 a2s and stripped them down and reassemble them into one a3 truck. I believe the project ended up costing more than buying new trucks so the effort was scrapped.

Will your state issue you a temp registration tag without a title? You will be awarded the truck and have to pick it up at least 4 weeks before you even get the paper work you need to title the vehicle.

You probably will not be towing it off base with a pickup.... I really doubt they will let that happen.
The brake system is hydraulic, you do not need air pressure for them to work, they just will not work well. You also do not need air pressure to release the parking brake, it is just a hand...
The FDC doesn't matter. It will run on other fuels anyway... most any diesel (that is lacking all the computer garb) will run on motor oil etc.... That is why a diesel will "run away"... it sumps oil out of the oil pan and that keeps it from being shut off...

If it runs fine once started on ether I don't think bleeding the system is your solution... you have something else going on. It could be the in tank pump or you have a check valve stuck open that is allowing the system to drain back.
Ease of getting it titled is state specific.... some states don't even require a title, some make you jump through all kinds of hoops. Sometimes GL messes up the paper work and it can take 3,4,5 months to get it all worked outaua

As far as I am concerned the only safe place to bleed the fuel system is at the fuel filter... the rest should not be messed with especially if you are posting a first post on a forum asking for advise on how to do it.

Working on the fuel delivery system is best left to the pros. Parts of it operate at extremely high pressures and can inject diesel fuel into you just like a needless vaccination gun or slice you wide open.

Will not hurt to flush it, but keep in mind that the radiator is a heat exchanger.... if the top is hot the thermo is open. The bottom should be cooler than the top because the water that reaches the bottom should of had the heat driven out by the air flowing through.

You can put None. I usually fill in the intended purpose, but that is not necessary and sometimes GL will kick it back to you if you put anything other than "None"
