There are only two series of HMMWV manuals, one for the first 3 generations (The M998 through M998A2 and variants) and one for the ECV/REV models.
Then they update the manual over time.
So the manual for the M1114 was updated several times to include the newer models.

Simplest method if using a 24-12 step down converter is the Orion 70 amp by Victron. It has a built in relay that just requires a 24V signal to turn it on and off.
The fan circuit is an easy to access circuit for switched power on a 3 speed truck, and a 4 speed can use that or the input signal...
If you are installing a 12v system, then using a converter like the Victron Orion 70 amp 24-12 converter that has a built in relay to it will disable everything if you have the relay wired to a switched power source like the heater fan circuit. Or you can wire in your own relay.

I think you're confusing these with the keyed ignitions.
The links above are just RFID enabled circuits that get installed to kill power to the start box if the RFID chip isn't present. You still keep the OEM paddle ignition switch
Local Les Schwab had the right balancer for larger tires. Doesn't mean others will though.
Centramatic balancers will deal with up to 12 oz of imbalance, without having to make sure that inside of the tire is completely clean and dry like a lot of internal balance products require.
