Might be long shot, but since you changed your trans filter, did the proper replacement go in? If you have a deep pan and the filter isn't deep enough, your pump could be sucking air.
I'm with everyone else though, transfer case seems like the source of the problem.
That's the access plate to the governor assembly. A faulty governor will affect shifting, and could be your 3rd gear problem, but wouldn't have anything to do with slipping or sluggish gears at take off.
Of course you may have more than one issue going on in your trans.
No 3rd up shift could be low pressure, governor problems, valve body problems or clutch problems.
I'd start with by checking your pressure. If its low, that could also lead to a sluggish reverse.

Is it coming all the way up the tube and out the top, or is it leaking where the dipstick tube goes into the transmission?
Other than the leak, is the transmission functioning properly?
If you follow the manual you can do the rebuild yourself. There really isn't any big mystery once you get in there and go through the steps. I'm over 3,000 miles into a 700r4 I built. I have absolutely no background working on vehicles or transmissions. I just followed the rebuild manual.
When using the parts manual to find bolts, the part number never leads me to a answer. For example right now I'm trying to find the bolts that hold the fast idle solenoid. -20P shows part # 11501095 bolt, machine. If I stick that in google I don't find results that show what size bolt it is...
