If that doesn't work, take the injector lines off both pumps and try cranking, to see if you have fuel spraying out. If no fuel is present, the plungers are stuck and you will have to take the top off the pumps and spray them with cleaner to dislodge them.

I'm sorry but do not have a specific answer to your problem but the wire coding in the 002a and 003a are slightly different from my experience. So you could have a 003a distribution box that someone retrofitted to the 002a so check out the TM for the 003a and see if it gives you your answer.
Guyfang may be thinking of the 002a which you separate the rotor from the flywheel like he is explaining. But on the 802a, the plate and rotor have to be removed, to gain access to the flywheel bolts. I'm also interested in knowing the reason why yours wont separate, so keep us posted.
I'm glad they updated the reliance power restore box. When I bought mine 5yrs ago, you had a 90 degree bracket that it was mounted on. Stupid design. I like the updated magnetic!
The button usually has to be changed when a new pump is installed. There is a install manual for flow correction in the manuals. Google MEP-002a injector pump flow rate. GMG has the install manual for a new button.
It shouldn't take more than 1 minute of starting. Are you using the master switch on the front, for the attempts to start it. You said that you're getting fuel to the rubber hoses before the pumps, correct? If so, it goes directly into the pump and should start coming out.
Did you try to crank the motor over to see if fuel comes out?

Bottom is a resistor part # V68MA3B crosses to a F2286-ND.
Are you 100% positive your batteries are good. A battery can read 12volts but soon as a small load (i.e. fuel pump) comes on, it drops to nothing. I've had this happen to me and I took days trying to trace down a short only to find out 1 battery had bad cells. Please check the batteries.

Just take some extra wire you have laying around, hook it to your battery on the generator, the negative can be put anywhere on the pump. No need to make it complicated.
The strainer (first canister after the pumps) is only held on with the 1/2 nut on the bottom. The other 2 filters are held by a 5/8 nut on top of the canisters, look on top of the frame where they are mounted.
