That cover as rusted as it is surely has let water in the wiring. Obviously you should replace the cover and probably the one on the other side as well. They cost about $20 each.

In your attached document it states 1.92:1 ratio for the geared hubs, I can only assume that is what you are talking about since I can't find anything else in that document that applies. If I am wrong please point it out.
Well that looks correct. You could get a new dash plastic OEM for about $50 in green. My guess is all the wires are a mess behind the dash and getting in the way as you try to seat the dash. And/or maybe you speedo cable is catching up and hold you out.

I think the gauge holes have alignment slots making that difficult but good guess. Can't wait to see the answer.
