When I did mine it didn't move 1/8" and didn't have any problem and that was after building a custom support for the engine. Bolted the custom support on just in case and never needed to be there.
One, you're pounding on the pulley and it has nothing to due with the fan clutch. STOP beating your pulley.

I don't think it is a requirement because it doesn't attach to the bumper itself. From a manual or military aspect it might but I think it would only need a simple bracket made to bolt to. #6 is the bumper mounting bracket the winch attaches to, real easy to make something..
