I did not see the whole underbody of yours. There is also a solid shield under the transfer case and another on fuel tank. I suspect private smithy had to do so some maintenance and dropped it but did not want to put it back up. Easy to drop with one person but definitely easier to put back...

Very interesting that yours has the underbody protection kit installed. I have seen complete kits around $1k and pieces sold but can't recall a truck sold with it installed. Nice score and bonus.

515 should work or any good quality rtv silicone. For the bolts., I like to use any of the Teflon white brush on sealers like loctite 565 0r 567 etc. Will also act as an antisieze lubricant.

My recommendation on the trailer is to register it in Maine. Much cheaper and no title required. You will need a bill of sale with manufacturer and vin to do so. If you don't have those, be very weary if trailer is not home made as if it is a legit trailer, there will be a data plate of some...
