The stock headlight wiring supplies power to the headlight upgrade harness. It supplies 12v to the new relays that feed the headlights.
You switch on the stock headlight controls and instead of supplying a bunch of power to the bulbs, it supplies a little power to the relays.

The horn on issue can have an effect on the headlights.
Do some troubleshooting and report back. Could be as easy as bad headlight bulbs.

make sure you download the free technical manuals. There is a troubleshooting section for non-operating glow plugs. Also read all the listed threads in the CUCV Helpful Threads sticky.

Fuse #12 and #15 in the fusebox.
you can find the fusebox diagram in the TMs, the CUCV FAQ thread or the CUCV Fusebox Layout thread that is listed in the CUCV Helpful Threads sticky.
Also the TM 9-2320-289-20 tech manual has a step by step troubleshooting section for a non-working voltmeter.
There are two fuses and a relay that control the voltmeter.
First fuse is the 24v fuses that feeds the voltmeter and is controlled by the relay. Second is the 12v ignition fuse. When the key is on it feeds 12v for the relay to energize and send the 24v to the meter.
