My money says they are pylon tanks (hang under the wing). Are there any data plates? They don't look big enough for a large transport catagory aircraft. Maybe a C123?

Put a chalk mark on the rear tires on both sides and drive it in a circle. It will be easy to tell if the differentials are welded. The marks will stay in the same position relative to each other.

Put the clutch disc in some gasoline. That will float all the oil out. After you let it sit for a day or two, spray it down with brake cleaner. Then hit it with a DA (sander) to scuff it up and see if it looks OK. If you are not sure, replace the disc.
I think you will want to have a metal line from the compressor because of the temperature. Plastic is fine everywhere else. Just make sure you use DOT fittings that have the metal sleeve that goes inside the plastic tubing to support it so the ferrule doesn't crush the plastic when it is...
