So, there are 3 generation/versions of rims. Humvee AO rims(8 bolt bias tires), Humvee AO1 rims(12 bolt radial), and Humvee AO2 rims(24 bolt radial)...

The old 8 bolt rim is not rated for the higher pressure used on the radial tires. fwiw, this has been discussed/covered in detail before.

Check for continuity to ground with 25 disconnected from the horn solenoid, so put one lead on the wire(truck side, not the solenoid) and the other lead to ground. Obviously, 25 is grounding somewhere to make the horn function. Follow it to the column,it may be pinched somewhere or damaged...
