Super important with these infrequently used flood trucks is to put battery maintainers on them! I do fleet maintenance on 5 LMTVs and these maintainers keep everything up and running. The FDs should be familiar with disconnecting the Kussmaul before driving off.
Looks like C7. You need to decide if the disassembly was due to one of two reasons: either uncle needed a part for a different truck OR the mechanics looked inside and said OMG it’s trashed, off to DRMO with you.
Can you verify what year you have? 1996 trucks do not have LBCDs. If it’s a later model (A1) truck that does indeed have LBCD and solenoids at the battery box, the recommendation it to remove the solenoids and jump past them. This typically fixes this issue.
Every time I have been in the slop it’s the exact opposite of rock climbing: maximum possible wheel speed to sling the mud from the tread and keep momentum up.
It’s only dependable after massive amounts of predictive maintenance and upgrades. If you don’t need the all terrain capabilities, these are a horrible choice for a work truck.
You have a 24 volt jump pack? If you used a 12 volt jump pack that will not do much.

Any crunchy wiring needs to be replaced les you have a fire. Suggest you cost out the OEM harnesses vs making an entirely new 12 volt harness either yourself or by a pro.
What voltage did you apply to which solenoid, the 12 or 24 volt one? Is the battery connection correct? GP and the Army for that matter likely could have gotten it wrong.
You might have damaged something. But guess what you came to the right place for diagnostic support on these. Need to know if you have your batteries connected properly to begin with. You are aware the truck has a combo 12 & 24 volt system right?
