Note that GVWR and GVW aren't the same thing.
GVWR is unalterable and is assigned by the manufacturer. It's what the vehicle is capable of weighing, fully loaded. If the law is triggered by GVWR, then there's not much that can be done.
GVW is what the vehicle actually weighs and varies...
Good ideas succeed on their own merits and don't have to rely on coercion.
The fact that the EV is being forced, is prima facie evidence that it isn't a good idea.

I make them. 12v/24v, alligator clips or slave plug. I've got a couple in KS but I won't be there for months. It charges through the slave port at 4 amps and then drops to a trickle as the batteries become charged.
I do the same with my wrecker. I don't use it enough to justify buying batteries for it, so when I need it I just slave it from one of the other trucks (and leave the cable connected)
I speculate that this idea came from the fact that the voltage regulator on some of the trucks will malf and fry the alternator unless there are good batteries in the loop. They applied this to all military diesel engines.

Me, I consider it recreation and entertainment. I'm willing to sift through a dozen trucks to find the "keeper". Other people want to buy once and be done.
