I am still looking for a good 803 that has eluded me this year. When the time is right, the money & recovery will be ready. Sometimes, the waiting is the best/worst part.
I don't know about Texas Military Posts, but every one I have been to in Georgia & Florida, allows NO weapons on base (reguardless of CWP or CHL). They state that any weapons will be confiscated as contraband if found! Procede @ your own risk. I was faced with an armed (M4) security forces...
On my first Deuce & a half, I ran from Blue Ridge, Ga to Gainesville, Fl in one 420 mile trip. It was a trying experiance as I drove up there that morning in a rented car & drove home that day in 12 hours w/ no backup. The good Lord was watching over me that day real closely.

Agreeded, get you current starter rebuilt & you won't have a cheap chinese knockoff in your American MV. I have had numerous starters rebuilt over the years by a reputable company & it is an inexpensive way to fix the problem, plus they will backup any warrenty issues that might crop up!
I had a line on a great looking 803 & it just disappeared with the wind. Keep looking is the best advice I can give.
Good luck restoring power & function to your MEP-003a.
There is a stormwater propane fired engine where I work. One day, with facing a dead battery, the mechanic pulled & charged the battery for a few hours on high. After replacing the battery (12v not 24v, mind you), he tried to start the pump & the battery exploded blowing acid & plastic case past...
