Remember the very first thing is to make sure you have a working trans light when in run but not running.
If you don't you cannot proceed, you could have a bad light, a power issue (or other wiring issue) to the TCM or a bad TCM.
It is usually all down hill after getting a working trans light...

The IP is the injection pump on the engine. look for smoke and do not grind continuously on the starter.
If you are getting fuel but the engine is not hot enough it should smoke when trying to start.
The wait light just flashing on and off is normal if the PCB thinks the engine is warm enough
If it has only been say 1 hour since fully warmed up you should not need glow plugs, does the temp register at all when this happens?
It may be some other issue like the run solenoid not picking up when the IP is at a particular temp.
