Chances are your surge brake shock is shot or it's the normal lunette slop that making the noise. Simple way to find out is pin the surge and see if it makes the same noise with it locked out.

Yep I lucked out on that shelter it's made for a 14' bed, so have to leave the deuce tailgate horizontal. With 1100 XL's I need a 2 step ladder to reach the lock to get the boarding ladder out. Then it becomes a question of where to put the step stool, space between the cab and shelter!
