Yep both ends, due to the offset tires will not clear the rear springs. Got mine online they were both sold as used sets on Ebay but you can see in the picture it wasn't used long. I have also seen the 36's mounted on the stock dodge rims w/o the run flat.
They are for more air circulation when you have the foul weather covers on the sides. They push the bottom of the cover away from the walkway so air comes in low and goes out the roof vents, sets up natural cooling.

Make sure the break a way lever is all the way back, I had one that was just a tiny bit up and after an hour or so of interstate driving locked the brakes up tight and smoked a set of pads. It was such a small amount couldn't tell it was engaged, I was in the process of removing the "banjo"...
