    It is pretty obvious what ever burnt is in the column if the smoke was coming out of it . The only way to find out what burnt is to open it up , but my guess is you going to be replacing the turn signal switch and wires in the column .

    Sounds like a problem with the blinker control switch in the steering column or a short in wires inside the column. Most likely the switch since they don't come on without the brakes pushed. Edit; is the blackout light switch in the service position ?

    How did you check the grounds ? Did you take them apart and clean them or just look at them? A little more detail in how you checked each part would help. Do the blinkers light without the brakes pushed?
