Get the nylon wedges out and attempt to separate the hood from the cowl screen. It won't take much. Skip the Sawzall. Use care and you will prevail. It sounds like it needs some adjusting at this point. Don't the safety catch hold either?

I am thinking it could be the slides on the knuckle and the caliper. They need to be cleaned and polished and greased well so they can move in and out freely. they should be able to return to the neutral position as soon as the pressure is released. Remove them and replace the attaching hardware...
Sell the truck and get a newer gasoline truck. That will fix all your problems. As I got older I didn't want all the maintenance of older vehicles so I bought new every 5 years and never looked back. Now I work on hem as a hobby not a necessity. Good Luck.

The line is like new. Very little rust if any. Still covered in Ziebart. From the brass fitting back is all you need? I compared it to the M1028 and it is the correct part.
