I can't tell if the water is blowing out of the intake port or the exhaust port (the small port in the middle of the head is connected to the exhaust) ether way it is not good. I would do a compression test after securing a set of intake port covers, if anything gets into those ports it's bad...

All that is needed is to check the factory grounds, everything on a HMMWV has a return ground wire, the "kit" is not needed, If you had done this to begin with you would have found the issue that the kit did not fix anyway.
