I would go back to the seller and tell him one rim is no good, unless you knew that beforehand.

IIRC I have 7-8 of those 24 bolt "paired" rims so if nobody else has an acceptable solution I can check.

I can't tell if the water is blowing out of the intake port or the exhaust port (the small port in the middle of the head is connected to the exhaust) ether way it is not good.
I would do a compression test after securing a set of intake port covers, if anything gets into those ports it's bad...
Both the gaskets are the same as an older small block chevy (think 1970 350CI) so you can pick them up at the local parts house.
Some just use gasket maker.
After you grease up the rod, put some on the tip going into the block also.
I put the gasket and plate on and with the small 1/4" screws...
If you drive your vehicle to another state you should be OK, moving to another state and keeping your FL registration might be a problem.
Now a commercial vehicle is a completely different animal, many companies operate vehicles registered in different states, but that is way above my pay grade...

If your compression was so bad that ether would not kick it (again don't do that again) it should be obvious while cranking, you had it running so you should know what it sounded like while cranking before the "incident", does it sound different now? It should sound even, not significantly...

You are a little vague about the readings when you noticed trouble, if the "white smoke" you saw was the beginning of the cooling system failure you should be OK, if the white smoke was sometime down the road from the event...
All that is needed is to check the factory grounds, everything on a HMMWV has a return ground wire, the "kit" is not needed, If you had done this to begin with you would have found the issue that the kit did not fix anyway.
Oh I forgot, on the way up hwy 181, I passed a dodge/Cummins on the side of the road with a set of jumper cables hanging on the rear view mirror.
