Welcome , if you "want it now" don't bid on a truck with a EUC . Wait time for a 1st time EUC to clear is probably 4-6 months right now and another couple months for the SF-97 Form ( release form from gov so you can title) . Plan on putting at least another $1000 into it to get it road worthy...
I believe you mean GP (GovPlanent) . They were bought by GP in a backdoor deal with the Marine Corps (Marine Corps bypassed the DLA/DOD) much like the one sold in the 1999 sale from the Marine Corps . This could be one of those deals that bites back at GP and the USMC.
Well it is part of the contract that you sign to buy it , so it could be considered contract law. It is really a no loose for the government , you violate the contract by putting it on the road , they sieze it and sell it again . It's just a matter of time till they start tracking illegally...
The worst part is getting the anti-theft ring out , autozone has the tool for it in their loaner tools , also search youtube there will be video's of how to do it.

GP may do a better inspection than GL did , but don't count on it . There is always the chance of a hole in the block or worst.
Here is a good thread by Warthog on buying a site unseen deuce when they were cheap , I'm sure things are still the same.
So you want a cheap GL Deuce....
You need to find the problem before hacking the wiring up even more . It looks like you changed to column to a column thats not correct for a CUCV .
