You can adjust te idle...an internal adjustment...but high idle and gov settings are only done on a stand. It's done with shims and springs.

Does the trailer still have unit markings? Maybe that can shed some light.

IIRC the low pressure should be 7 to 10 PSI. With the engine stopped, make sure the throttle lever is going to full throttle.
