It sounds like you have a digital multimeter like mine. Put in on the 200 volt DC range. If you put it on the 20 volt range it will not tell you anything when hooked up. It will show 0 for the voltage.
The ground is a chassis type ground to the instrument panel. I think there are supposed to be two posts that the gauge retaining bracket uses along with two nuts. Is this the post you are talking about?

I went ahead and ordered the blaster. $55 shipped. I have a large compressor and will only be using the blaster for spot work. If I was stripping the whole thing I would take it to a pro. I like the idea of using a drop cloth and reusing the media. I will try that for sure.

Work of caution. Sometimes they click and still do not make contact. Make sure to check output or take off and check with a battery and a multimeter.

Based on your above statements, my vote is to replace them. Some things you can get away with limping through. Steering and Brakes are not among those things.
