It has a sprag clutch in it to keep the torque from the spinning alt from causing the belt to squeal when the engine suddenly stops, sounds like it needs some lubrication.
Otherwise yes that is normal for that type of pulley, not all alternators have that type of pulley.
120psi is 120psi air or fluid, and it looks like that gauge on the cadillac valve is making around 120psi

You would run a battery hot all the time wire through a momentary switch to the solenoid, the only time it would be used it to shut down the engine, any time the engine starts turning it will try to run, you must have 24V available to shut it down so that opens a whole new can of worms in your...
As stated above you will likely damage the IP from repeated lack of cooling fuel and lubrication, also re-starting will no doubt require a ton of starter time as you will likely have to re-prime the IP every time. (that would be real handy if someone was shooting at you!)
