Ccv tower= crank case vent tower. Probably not the proper name for it but that's what I call it. The part that joins both of the valve covers together on top and routes the vapor from both into the slobber tube. There should also be shields inside the valve covers that keep oil from splashing...
Pull the valve covers and clean out all the buildup and gunk, also clean the ccv tower and hose out. If that doesn't do it then you have ring/ cylinder issues.
Replace that in tank pump. Or put an air fitting on the tank so you can use air pressure from the truck or another truck to prime the fuel system when it leaks down like that.
