That's what I thought from the shape. On my monitor, the 1st photo of it is much darker than the 2nd. Photos on here can be misleading. The proof is in the light, in person.

It's most likely alkyd. Latex/acrylic sticks best to flat. Sandblasting is always best because it'll expose rust under the paint. Otherwise I'd scuff, prime w/ rusty oxide, allow 2 -3 weeks to cure then paint.
Others will likely have other ideas, but. . .

I just had my spare cyl put on and called NAPA for a rebuild kit and a new one. I was surprised when I learned that the kit was $13; the new part $30. I had seen a post saying that the kit was $5.
I ordered both, never the less. I have 5 others sitting out there that could need replacement...
Made the 10 minute job of installing Jatonka spin on oil filters into a 3 day #@$%$# %^%^*&!!!!.
Make sure you don't have a 2nd gasket hiding in the mounting holes when you remove your stock filters.
Now to clean the 2 gals of RotellaT stain off my sidewalk and degrease the engine...

That seems to keep the upper assembly parts together when you lift it off the base or elements.
The spring is on the top; cotter pin on the bottom.

Small Top Gasket P/N?
I purchased the NAPA 1133 filters. They came with 2 large (base sized) gaskets. (1) rubber; (1) fiber. The filter does not include the small gasket highlighted from the M35-TM-9-2320-209-20-3 illustration below.
Does anyone know a NAPA or other part number for this...
Get some more photo detail, put some reasonable number on it so you have a price and put it in the classifieds. It'll see more action there than here.

Well, that's a ****uva find for a 1st post. I haven't seen a front on a truck like that since I was just a bit more than on all 4s.

Perhaps this will help. It's a picture of my truck (right) and another as they came out of the Guard in the early/mid 90's. The bumper is the brown of the camo and the photo, though a bit washed out, is very much what I found when I prepped.

That's very interesting because it's darker than most 383 formulas I've seen posted as well as my spray cans from Gillespie. It looks almost exactly like the green on my 101A3 and many of the other parts.

If this was just pushing the trailer around on the flat or nearly so, I wouldn't be too worried about it.
