Just my take on the description but I read it as a winch kit which is an "accessory", as the vehicle didn't come equipped with it (winch) from the factory.
Watch out for homebuilt, kit car, similar classifications. The base for them is "year of completion". That means your brother's CUCV can turn into a 2006 vehicle with ALL 2006 requirements; seatbelts/shoulder restraints, airbags, 2006 level smog equipment, meeting various crash test and safety...
I'm wondering if a call to the head of DRMO would have any effect. Hate to sing the praises of attorneys but maybe now, some official looking correspondence would help. If he can't get clear title, the last thing he needs is to be worrying about a possession of stolen government property beef?
Think there's a spring-loaded ball that drops into a detent. That spring might be broken on yours and the detent isno able to do it's job. Glanced at the TM section and it looks like it may be accessable under a square cover with four bolts and a breather cap, close to where the lever control...
Military has had oversized, chevron shaped sipes on NDCC tires for some time now though I see them mostly on the front steer tires. Sounds like a good idea for something as slippery as an NDCC tread pattern.
Don't forget your ear plugs. The Nathans have a 20 mile range in clear, still air. My personal favorite is still the Whelan PAP112 Power Air Horn Plus with it's companion 100 watt speaker. The yard horn on the baby HEMTT is a 24volt beep-beep horn like the Plymouth Roadrunners had; which...

Have to see one to get a better idea but if it's not too complicated, I'd start with a visit to my local exhaust systems supply house where all the muffler shops buy their elbows, pipe and the like. Might also scout around some of the surplus sellers like Saturn or Franks. Some of them have a...
Lots of penetrating oil, time to let it work, then try to tighten them about an eighth of a turn first. That often will break them loose. If you lose one or two, it's easy-out time. We've used the left handed drill bits too with pretty good success. They drill the opposite direction so run your...
Welcome mat is still out here in Sacramento if your trip takes you through here. Let me know and I'll get detailed directions to you.
Signed, the baby HEMTT and his boy Leonard
Look in the TM section for TM 9-2320-361-20P pdf page 76 of 1188 or -34P pdf page 100 of 1440 (Table of Contents, Group 4) for pictures of the M44 and M44A2 multifueler's low exhaust. Shouldn't bother the turbo at all.
Great, now I've gotta launch into my "play-nice, don't-run-with-scissors, watch-that-name-calling-young-man-or-I'll-wash-your-mouth-out-with-soap, just-wait-'til-your-father-gets-home" speech.
Remember, it's hard to enjoy big green in a body cast.

Ken,
Just PMed you but here are some pictures too. Make sure the selector wheel reads from 12 to 26 ga. Other AF8 crimpers handle the smaller wire sizes but won't work on the automotive sizes.
For those not Rotella fans; I use Chevron Delo with good results. Make sure whatever you put in your diesel is diesel-rated. Ratings starting with "S" are automotive/gas engine. "C" denotes oils formulated to use in diesels. I'll post a guidechart to the TA section that explains it pretty well.
