So that means full brake service ( pull tires, drums ) for inspection , plus all new wheel seals and any brake parts it needs . For that price it should be roadworthy. It is not hard to stick a grand into brakes.

Sounds a little high with "raccoon damage " . Does it have a title in the owners name ? Do the brakes work , sitting tends to be hard on them.
There are a couple listed in the classifieds for similar prices around columbus oh.
The GM small block gas engines had similar problems but the crack was between the lifter blocks . Lousy engineering and the need to cut weight for fuel standards the cheapened up the blocks to near garbage .
Did they give you the part you requested or give you a different part than you requested ?
If you ordered ( or told them the wrong part ) you should pay it . If it was on their end they exchange for the correct part without fees , just the correct price difference.
If you have not done so yet you should download the technical manuals and save them to your computer.

Fairly common problem . You may be able to bleed it and get them to work . But I wouldn't trust them without a complete inspection , wheel cylinders tend to leak after sitting . When was the last brake inspection / service done to it ? ( remove drums , lines , inspect all parts ) ect.
