Keep in mind the federal DOT dosen't have any regulstions on wheel spacers but some states do not allow them . It is a good idea to check the state laws for the state you plan on using them in.

Hopefully you plan on parking the truck until the brake fluid leak is fixed. The leak may be in the air-pac / master cylinder with the sounds you describe .
It is listed in the TM's for a stock deuce.
You should get the seller measure the truck your buying . Tire size , with or without rear cover , modifactions are all factors .
