I don't think you will be happy trying to tow a excavator with a 250 cummins or a 8.3 cummins neither have the power needed. Get a M916 or M920 and put a box on it.
Since you have a couple " northerns " leading the charge on this I'm sure their efforts will be successful . It's too bad that more of the GA. MV owners arn't showing support for something that will benifit everyone.

I would say the batteries failed since it wouldn't crank over , fuel gelling has nothing to do with cranking , but will keep it from starting . What size batteries ? Not enough cold cranking amps in the batteries will toast a starter over time especially in extreme cold..

Check e-bay for seller Leftcoastdesign , he has alot of military truck stickers . If he doesn't have what you need he may be able to make it if you have a photo.
The 939 series trucks are basicly all the same except tire sizes will change the height . The TM's will have drawing for each varient. Also using the google search box in the upper righthand corner of every page searches within the steelsoliders site.

The napa part numbers that grimpyrobb posted a link to in post# 7 of this thread deuce wheel stud are not showing up in a napa search , but post #1 has the stud description from the TM so any good parts store should be able to match them with that .
