There is a great new feature to the site called google search. Simply typing in 24v to to 12v bulb brought this thread up as like the 3rd thread 12v bulbs for Composite Lights read post #6 . it took long to type this than find it.
The only way to get the yellow lights to blink without the brake lights is to wire them to the front blinkers. The correct lights are probably cheaper than 50 foot of wire.
You need to refine your question to anyone in PA. insurance laws vary by state , so what they do in a different state has no bearing on them writing policies in PA.

The military uses DOT 5 break fluid , you need to determine what is in it . If it has been mixed with any other brake fluid it could be part of the problems .
I would replace the front seal in the transmission while it's out , especially after tugging on trying to get the transmission out . A couple dollar seal is cheap insurance to not have to pull it again.
Do a search for "Sparta" there is a member that works on the base that does inspections and offers a service to get thenm off the base and store them .
