Yep, that and where the SEE came from. Being that mine lived near Tacoma, Washington, it even had moss growing on it in places.
And peakbagger, I also bought slightly larger snap ring pliers afterwards, just in case.
If you can't locate one, consider making one - or having one made - from a common 4-bolt version.
It's only a matter of some welding and minor machining.

I've thought about running two 12 Volt fans instead of the harder to find 24 Volt versions, and apparently the military also thought that it would
be a good idea for cooling FLU hydraulics.

I was afraid you'd say that. Bad fuel doesn't make sense to me, either, as the water should go to the bottom.
One thing to try could be a hefty dose of an additive that absorbs water. Although, the rust that's already there is still a problem.
