What are you preparing for?
If your worst-case outage is expected to be a few days, propane fuel or gasoline (if you have gas stockpiled and it is stabilized).
If a longer outage, resupply of propane may well be an issue...

Capacitor...and it is necessary and will affect your voltage readings. They come in various shapes and appearances. It will affect your voltage readings. Once re-soldered, I think you will have a good unit. Congrats on a lot of work well done and your perseverance.

Based on the 4 known good stators I have here, your tests are normal. All of mine read 0.6 Ohms. Well done! To prevent wheel flying off, I leave the thick washer on the bolt and back the bolt out 1/4" or so and the washer catches the fan wheel when it finally lets loose.

Occasionally "Gus", meters from broken low hour units are exchanged with high hour units.

All associated bolts and nuts you see are only attached to the fan wheel. I am positive. Perhaps the bind is against the shaft key and the fan wheel was perhaps scored against it in previous attempts. That this is why perhaps you need to go to heavier bolts. I never measured torque on the...
The Napa puller is a rectangular bar about 5-6" long and about 3/4" x 1". Real simple and strong. No provision for a third pulling point, like the one you are using.

You want to keep the unit as original as possible.
Let me suggest a different approach, if you have a tap set. I noted in your pictures of trying to pull the fan that you have a puller identical to the one I used to use on the fan. NAPA sells a straight bar heavy unit for about $25...
If you have not tested the output from the stator, you wasted a lot of effort trying to get to it. If you have acceptable output, your problem is likely the DC VR, assuming the attached resistor below the DC VR is good (probably not the correct description, But I couldn't locate it in the TM)...
