I think you have ignition timing issue. You should be able to fully rotate the ignitor from retarded to advanced, the engine will go from struggling to sounding good to struggling. In the video it sounds like it is struggling.

Usually I would point you towards carb flooding but the filter you installed should prevent that. I’m assuming you have no black smoke and typical sputtering associated with the float needle getting stuck open and flooding the engine?

Damn that is nice. Google “K-60C signal corps” and it comes back as “van multi purpose”. As you can see the data plate lists the chassis as CCKW-353, not CCW-353. Did you buy the Studebaker in the background as well?
Well someone built that, not saying that is a bad thing, just understand CCWs were cargo trucks built especially for line haul on the Red Ball Express.
Cheapest option is to rebuild what you have. You might only have to sleeve a few cyl bores due to rust pitting. Bottom end should be ok. Nice clean truck you ended up with.
So two 51's are the same exact footprint as one 6TL? Good to know, I standardized on 51's long ago as they fit M38a1s. Even have one in my Ford Ranger.
