I think you may bemistaken about 1553 or 1551 being the external transmission filter. I use a NAPA 1268 on my Allison, which is the same number as the one I removed that the Army had installed. I believe 1553 and 1551 have a different threat pattern or at least that is what the NAPA dealer...

Start with the basics.
1. Confirm correct valve timing
2. Confirm correct ignition timing
3. Spray starter fluid or gasoline into throat of carburetor while cranking
If 1 - 2 are correct, the engine will run if it has fuel. If it runs after #3, you have a fuel problem. Then confirm that...
According to the TM and Allison both, you don't need to replace the gasket - it is re-usable. However, I would definitely recomend replacing the gasket. If the old one is re-used and leaks, you need to drain and drop the pan again, which is a pain.
I have an M149A2 water buffalo, ex-uSMC, that is in excellent condition, but I am having difficulty with the manifold valve. This is a push - pull valve. Pushed all the way in and the water is cut off from the faucet boxes. Pulled out and the water flows through the pipes to the faucet boxes...
If the Optima batteries will fit in the battery box, cable connections are OK, and they have enough CCA, they will work. Optima batteries come in different models. Orbitals are smaller dimension than 6TLs so you would need to secure them.
Are you sure the 6TLs have gone bad? I would recommend checking the cable connections and charging system before replacing the batteries. Will the batteries take a charge from a charger?
I'm jealous. I love the Ma Deuce. I shot a lot of M2s in the Army, mostly turret mounted on M114s and M113s, but some tripod mounted as well. They just feel good when shooting and are actually fairly accurate when shooting singles.
