No, it wasn't designed that way. It was designed to have the tongue unbolted from under the box ( at the bolt near the spring pack) to facilitate in packing the trailers in tighter for shipping purposes.

The gun ring is heavy. I've heard that if you actually get to shoot a M2 off the ring it will eventually crack the cab without the plate installed.
I wouldnt want to have the ring without the plate, even for just driving around.

Yes the studs will be threaded the same as the outer thimble. No one makes them the other way around. Think about it, if it were threaded the other way once you started to torque down the outer lugnut the thimble would start to break loose.

OK how does this work. When I upload pictures, they show up at the bottom of the post with the white boarder around them. I have seen some people post pics without that boarder and they are able to post text right next to the pic. It would make "how to" posts much easier to understand...
