If you have a wheel dolly don't unbolt the tires from the hub, just pull the axel, remove the bearings (and lock nut) and pull the entire assy off (hub and tires) as one piece. The replace the keyway seal and put it back on in reverse order.
Bad inner seals is my guess (mine had the same symptoms). Very easy to replace, if you have the correct tools about 20 minutes per axel once you have the truck off the ground.

Why not just do like commercial trucks and let gravity feed equalize the tanks for you? Then all you have to do is run the lines b/t the tanks and you're done.

Short answer to your question about civis and armor is YES We can thank the idiot in CA (M60 rampage) and the guy who built up his dozer into an armored tank to thank for this.
