Hate to say it but without say CARNAC (or someone with access) pulling maintenance historical data on that vehicle you can't know for sure if it's really 14,000 miles or 114,000 miles since it could have rolled over. Typically I look for 60-80k mileage since the chances are better it's accurate.

CUCV's have a 17 digit VIN but they do not have the FMVSS sticker, for example purposes only I copied this off of a current auction.

To elaborate more the cucv TM's are located on page 9 of the TM section:

start with the TM 9-2320-289-10 (-10 being the operator's manual)
also the -20 unit maintenance manual, start with those first then move to the -34 manuals
Also on page 2...
They (CUCV's) should have VIN's but not the FMVSS label. I have noticed when insuring them that they sometimes have problems "finding" the VIN as it has never been registered/ insured before so it requires some dilligence and patience when dealing with ins companies.

Oh in response to the mileage comments personally when I am looking to buy a cucv I look at the overall condition but for the odometer I look for between 60-75k I figure odds are pretty good it is accurate rather than a roll-over.

That makes sense, please keep in mind the wait light only stays on for about 8 seconds so if you switch the ignition key to off and then back to on for a second time you have only hit 16 seconds nowhere close to the 2 minute time limit. My M1008 starts on the first crank if it is above...
Besides getting a block heater (on my to do list since it hit 9 degrees this week) you can try to cycle the glow plugs 2-3 times before actually cranking that seems to work fine for my M1008.
Oddly enough I have seen labels pasted on some cucv dashes that say "cycle glow plugs twice before...
You can use a debit card, but you may have to contact your bank first so they can bump up the daily spending cap for charges above 2k (or whatever your banks limit is) Not sure why Wreckerman says not to use debit cards though? It's not like your sending them your personel pin number or...

I had tried to get a title for my CUCV in Columbus, GA they said I could get a title but I would have to go through a title service company. Perhaps you could go that route?
