Correct, if the motor is getting fuel from somewhere other than the IP, that shut off valve wont do squat.

If its the trailer in your avatar, remove the front and rear racks and put them in the storage slots on the sides of the trailer and drop the tailgate so its no acting like a parachute going down the road.

There should be some data plates mounted on either side of the tongue frame members. But looking at your pics that tongue looks like it has been shortened. (probably lost the tags when they modified it)
