I dont see any reason for a power-down, provided the plumbing and valving is right. I have seen some pretty slow floats... of course they are usually slow to go up too.
A proper working system will always work better than a push button. The plugs should not run when the engine is hot, if they are working right. If they do run, they are needed.
Not to rain on anyones parade, but what is the benifit here? 2-3 seconds faster of oil pressure time? The micron rating doesnt seem to really be any better on the filters. And as I have stated before, I didnt think chaning cartridge style filters was all that difficult... actually think its...
