I replaced mine with the new style but I did pull that box off and found the loose ring so I heated it with a small torch and after letting it cool that seems to have fixed the loose solder joint under the potting material. I never tested it since I already replaced it - I was just messing...

You are supposed to pump it till water/fuel runs out of the drain on the bowl. That's how it's supposed to work. It's somewhere in the maintenance schedule or PMCS..... can't remember where I saw that. But yeah it will dump water/fuel from the bowl once the primer gets hard so I bet it's not...
Older CTIS modules communicate with J1587. Newer one's support J1939. The DANA software supports both you just need any RP1210A protocol adapter.

It's almost certainly PTFE sealant - it does harden with age. Heat will help but also proper fitting tools and especially line wrenches if you can get them in there on the fitting - they don't round off brass fittings like that as easily.
That's the date of FLIS management - where they probably changed pricing information only. You have to look above that to the NIIN issue date which is March 17, 2000 - that was when the NSN was created. It could be that trucks prior to that date had a different cap but they all supersede to this...
That is incorrect. The 10229 has a pressure rating of 13 psi. The FMTV trucks call for a 16 psi cap. I will post a picture of the Fed-Log characteristics....
